The Monsoon Session of Parliament will likely begin on Monday and will run until 21 August, during which the Central government plans to introduce eight new bills while also advancing discussion on seven previously introduced ones.

At the forefront of the legislative agenda is the ‘Income-Tax Bill, 2025’, initially presented in the Lok Sabha during the Budget Session on 13 February.

A select parliamentary committee chaired by BJP MP Baijayant Jay Panda has already reviewed and cleared the bill along with the proposed amendments. It is now awaiting Union Cabinet approval before being tabled for passage in this session.

Another key item is the ‘Manipur Goods and Services Tax (Amendment) Bill, 2025’, aimed at bringing the state’s tax law in line with national legislation.

In addition, a bill to extend the President’s rule in Manipur is also scheduled, as constitutional approval is needed every six months.

The ‘Jan Vishwas (Amendment of Provisions) Bill, 2025’, which focuses on improving the business environment and easing regulatory compliance, will likely be a major topic of discussion.

Alongside the newly introduced bills, seven pending ones from previous sessions are also on the docket.

Overall, the session features a wide legislative slate that spans taxation, shipping, education, sports, and natural resource governance.

List of Bills Scheduled for Introduction or Consideration in the Monsoon Session:

  • The Bills of Lading Bill, 2024
  • The Carriage of Goods by Sea Bill
  • The Coastal Shipping Bill, 2024
  • Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024
  • The Merchant Shipping Bill, 2024
  • The Indian Ports Bill, 2025
  • The Income-Tax Bill, 2025
  • The Manipur Goods and Services Tax (Amendment) Bill, 2025
  • The Jan Vishwas (Amendment of Provisions) Bill, 2025
  • The Indian Institutes of Management (Amendment) Bill, 2025
  • The Taxation Laws (Amendment) Bill, 2025
  • The Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, 2025
  • The Mines and Minerals (Development and Regulation) Amendment Bill, 2025
  • The National Sports Governance Bill, 2025
  • The National Anti-Doping Amendment Bill, 2025

With crucial economic and administrative reforms on the table, the session will, however, see intensive legislative activity and political debate.
