Health Recruitment Scam Exposed; Crime Branch Files Chargesheet Against 17 Accused

Srinagar, Mar 12 (KNC): The Economic Offences Wing (EOW) Kashmir of the Crime Branch J&K has filed a chargesheet against 17 accused persons in connection with a major fraud involving fake appointments and forged government orders in the Health Department, causing crores of rupees loss to the state exchequer.

In a statement issued here to news agency Kashmir News Corner — KNC reads, The Economic Offences Wing (EOW) Kashmir of Crime Branch J&K has produced a chargesheet in case FIR No. 07/2013 before the Hon’ble Court of Special Anti-Corruption Judge Baramulla against seventeen (17) accused persons for offences punishable under Sections 420, 467, 468, 471, 120-B and 201 RPC read with Section 5(2) PC Act.

The case was registered following the receipt of official communications from the Deputy Director Health Services (HQR) Kashmir, Srinagar, alleging fraudulent insertions in Government Order No. 235-HME of 2010 dated 19.04.2010, it reads.

Statement further reads that, It was alleged that certain officials, in conspiracy with others, manipulated the said order and fraudulently showed the creation of additional posts in the Health Department in Medical Block Bandipora.

During investigation it surfaced that, under a well-planned criminal conspiracy involving departmental officials and beneficiaries, fake transfer and appointment orders were prepared and used to illegally adjust several individuals against non-existent posts in PHC Chuntimullah, PHC Ashtangoo, SDH Bandipora and PHC Sheikhpora Gurez, it reads.

By using these forged documents, the accused beneficiaries managed to secure illegal appointments and subsequently drew salaries and 6th Pay Commission arrears from the Government treasury, it reads.

The investigation established that the accused persons, by resorting to forgery and fraudulent means, caused crores of rupees wrongful loss to the State exchequer while deriving corresponding wrongful gain for themselves.
Accordingly, after completion of investigation, the chargesheet has been filed before the Hon’ble Court for judicial determination, it reads.

The chargesheet has been filed against 17 accused persons including a Chief Medical Officer, a Block Medical Officer, doctors/medical officers, a senior assistant, office/dealing assistants of the Health Department and 12 beneficiary employees who were fraudulently adjusted against non-existent posts, reads the statement. JAMMU, Apr 18: Lieutenant Governor Manoj Sinha on Saturday inaugurated the Dr Raj Kumar Thapa memorial museum and library, dedicated to the legacy of the additional district development commissioner, in Jammu and Kashmir’s Rajouri district. Thapa lost his life on (May 10) last year when a Pakistani artillery shell hit his residential quarters in the border district during unprovoked shelling linked to Operation Sindoor. He is survived by his wife, a doctor, and their two children. Paying tributes, the lieutenant governor recalled Thapa’s selfless service and unwavering commitment to public welfare, saying the memorial would serve as a source of inspiration for generations to come, an official spokesperson said. A documentary highlighting Thapa’s life and service was also screened on the occasion, he said. Family members of Thapa, along with senior officials of the security forces, police and civil administration, were present at the event. A 2001-batch Jammu and Kashmir Administrative Service (JKAS) officer, Thapa (54) was widely respected for his professional dedication and people-friendly approach. He had been posted as ADDC Rajouri in March last year and played a key role in handling the situation in the Badhaal village, where 17 members of three families, including 13 children, died under mysterious circumstances after falling ill between December 7 and January 19. Prior to his posting in Rajouri, he served as the officer on special Duty to former deputy chief minister Tara Chand from 2009 to 2014. He also held key positions, including the mission director of the Jammu and Kashmir Skill Development Mission and special secretary in the Labour and Employment Department.City & Local Guides
