India Takes Major Steps Towards Defence Reforms With Focus On Self-Reliance & Indigenous Production

The Indian Defence Ministry is making strides towards its vision of celebrating 2025 as the Year of Reforms.

Following a significant decision by the Cabinet Committee on Security (CCS), which approved the purchase of 307 indigenously designed and developed artillery guns at a cost of Rs 7,000 crore, the Defence Acquisition Council (DAC) has also made key changes aimed at speeding up the procurement process.

The DAC has approved new guidelines that will reduce procurement timelines by 10-15%, making the process faster, more effective, and efficient.

Chaired by Defence Minister Rajnath Singh, the DAC also granted Acceptance of Necessity (AoN) for eight proposals worth over Rs 54,000 crore.

Among these is the procurement of 1,350 horsepower engines to upgrade the Army’s T-90 tanks, improving their mobility on the battlefield, particularly in high-altitude areas.

Aatmanirbhar Bharat Push For Self-Reliance In Defence

The government’s push for indigenous production aligns closely with Prime Minister Narendra Modi’s Aatmanirbhar Bharat initiative.

This drive seeks to reduce India’s reliance on foreign defence suppliers while boosting domestic manufacturing capabilities.

The initiative is particularly crucial as the Indian defence sector is poised to receive orders worth $138 billion over the next decade, including $50 billion in defence aerospace and $21 billion in missiles and artillery, according to estimates.

India’s military spending continues to rise, cementing its place as one of the world’s largest military spenders.

In 2023, India was the fourth-largest military spender globally, spending $836 billion, an increase of 4.2% from the previous year.

Despite reducing its dependence on foreign suppliers, India remains the world’s largest arms importer, with 36% of its imports coming from Russia, followed by the US and France, which together account for 46%.

Growth In Domestic Defence Production And Exports

India’s push towards self-reliance in defence has yielded notable results in recent years.

Defence production has more than doubled from Rs 46,429 crore in FY15, with a marked increase in the pace of growth post-pandemic.

The country aims to reach Rs 3 lakh crore in defence production by 2029.

Defence exports have also shown impressive growth, reaching Rs 21,083 crore in FY24, marking a 33% increase from the previous year.

These exports have grown nearly tenfold since FY15, when they stood at just Rs 1,900 crore.

Private Sector Participation And Technological Development Challenges

Despite these positive trends, the participation of the private sector in defence production remains relatively low.

According to data from the Defence Ministry dashboard, private defence firms have maintained a consistent share of 19-21% in overall defence production.

While the government’s initiatives have contributed to growth, challenges remain in developing critical defence technologies, particularly in areas like engines and key parts.

Experts warn that it will take years for domestic industries to catch up and secure major orders, as rigorous testing and technological advancements are required to meet global standards.

Strategic Investments For A Resilient Future

As India continues to modernize its armed forces, experts stress the importance of making strategic investments in cutting-edge weaponry.

This will enhance India’s deterrence capabilities and secure a robust offensive posture.

To achieve self-reliance, fostering indigenous research and development (R&D) is critical, as it will drive innovation and reduce dependence on external sources.

The Defence Ministry’s ongoing efforts to streamline procurement processes and boost indigenous production are steps in the right direction.

A comprehensive and forward-looking strategy for modernisation will not only fortify India’s national security but also position the country as a technologically advanced force on the global stage.

Through these reforms, India aims to ensure the readiness and capability of its armed forces, which are essential in the current geopolitical landscape.
